Chemical Accidents Prevention and Preparedness Programme Project for Sri Lanka (CAPP-SL)

Background

Industry is an important driving force for economic growth, providing valuable economic and social benefits to Sri Lanka, and playing an important role in achieving sustainable development goals. However, many industrial operations involve hazardous chemicals with a potential for accidents – spills, fires, explosions – that can cause serious harm to people, the environment, and local or even the national economy.

The Project, ‘Chemical Accident Prevention and Preparedness Programme for Sri Lanka’ (CAPP-SL) is being implemented by the Central Environmental Authority (CEA) with the financial support from Strategic Approach to International Chemicals Management (SAICM). United Nations Environment Programme (UNEP) is the executing agency and Asian Disaster Preparedness Center ((ADPC) based in Bangkok, Thailand) provides technical assistance. 


Purpose

Sri Lanka’s chemicals industry is rapidly expanding due to various Government initiatives to improve the economic development of Sri Lanka. This Project aims to create a strategy to implement a CAPP Programme,which will help to prevent chemical accidents and limit any impacts of accidents that do occur, thereby avoiding or minimizing harm to people, and damage to the environment and property.

Objectives

  • To increase understanding of issues related to chemical accident prevention and preparedness (CAPP)

  • To improve the capacity of relevant institutions, agencies, and experts within Sri Lanka to address the risks of chemical accidents

  • To identify the nature and location of  chemical accident hazards and risks

  • To understand whether there are sufficient protective measures in place to reduce the likelihoodof a chemical spill, fire, or explosion, and to minimise the adverse impacts of any accidents that do occur

  • To develop and implement an appropriate CAPP Programme for Sri Lanka, designed to meet its needs and capabilities.

 

Project Activities

The current activities of the Project have been timely carried out.  The National Inception Workshop was held on 16th – 17th January 2013 at Waters Edge, Battaramulla, with a wider representation of all key stakeholders in chemical accident prevention and preparedness in the country.It was agreed during the Workshop that a CAPP Task Force will be established and they will be responsible for leading the Project including the preparation of the Country Situation Report and the Road Map. The CEA has selectively chosen the members of the Task Force to implement the next steps of the Project. The Task Force consists of relevant Government Authorities, non-government organisations, and academic expertise from Moratuwa University.

SAICM Project

A special Project on the “Preparation of a Plan of Action For The Sound Management of Chemicals In Sri Lanka and Updating The National Chemical Profile of Sri Lanka” is now in progress under the financial assistance of the “Strategic Approach to International Chemicals Management”(SAICM) through World Health Organization
The goal of the Project is to Update the National Chemicals Profile of Sri Lanka and to Prepare a National Implementation Plan (NIP) for the sound Management of Chemicals.

The Construction of Integrated Waste Management System at Maligawatta, Dompe

Introduction

The Government of Sri Lanka (GOSL) and the Government of Korea (GOK) signed an agreement based on record of discussion (RoD) signed between the Secretary to the MENR and the Resident Representative of Korea International Cooperation Agency (KOICA) on 24th April 2008. According to the agreement, the GOK agreed to provide technical and financial assistance to the tune of Rs 450 million to develop a sanitary landfill at Dompe and the contribution by the Government of Sri Lanka is Rs. 150 million for carrying out activities committed in the Agreement..


This landfill is planned to serve as the final disposal site for Dompe PS, managing 10 tons of waste per day. Originally this site was belonged to the Land Reform Commission (LRC) and leased out to Forest Department to setup a commercial forest plantation. The LRC has been taking action to release (lease out on long term basis) 68 acres of the land to the CEA and out of which 6 hectares have been selected as the core area to construct the landfill site.

 Objective

The objectives of the Project are to:

  • Enhance the capacity of the policy makers and government officials in charge of wastes management;

  • Establish an integrated waste management system with supportive policy measures and programs for the successful implementation of the system;

  • Conduct an inventory survey on the sources, volume of generation, collection and/or treatment of household waste;

  • Design and implement a safe and efficient collection system for household waste generated in the above mentioned region;

  • Construct a sanitary waste landfill site and other related infrastructures.

 

In accordance with the Record of Discussion the Government of Sri Lanka is required to carry out the earth work of the sanitary landfill to enable the KOICA to proceed with the remaining construction work related superstructure

Accordingly, the CEA, being the Project Executing Agency has successfully completed the task of earth work and the site was handed over to the KOICA with effect from 07th June 2012 at a function held in the CEA with the participation of the Hon. Minister of Environment and H.E the Ambassador of Republic of Korea to proceed with the remaining construction work.

The Samhee Construction Co. Ltd employed by the KOICA has already completed installation of Landfill Liners, Leachate collection tubes , drainage lines , and the gas collection tubes in the landfill area. Currently the construction of Administrative Building and Leachate Treatment plant are in progress.
