The National Environmental Information Centre/Library of the Central Environmental Authority is the national focal point of Environmental Information in Sri Lanka. It recognized the necessity of improving the national capability for the acquisition, processing and dissemination of environmental information as an essential part of the national development process.
One of the main objectives of the Central Environmental Authority (CEA) is the provision of information and education to the public regarding the protection and improvement of the environment. To fulfil the above objective CEA established a library in 1984 and was renamed as the National Environmental Information Centre in 1993 which has initiated a number of information services, developing and strengthening the library.
NEIC is a member of Sri Lanka Scientific and Technical Information Network SLISTINET, Health Library Information Services HELLIS, and Agricultural Information Network AGRINET which operate under its umbrella.

To fulfill the environmental information needs of users by providing quality, appropriate, comprehensive, and updated information sources.
The lending library has over 13000 subject related books, and following collections are available for users. The Information Centre is open for reference during working hours for all kind of environmental information needs.
Reference services - The NEIC is a special reference library for the environmental information. reference unit provides library users with directions on library materials, advice on library collection and services on various kinds of information from multiple sources with the reference tools.
Reader services & facilities - Online library catalog, reading room, photocopy facility, inter library loan, Current awareness services, Online circulation system, email of New Arrivals, display of new acquisitions, Information and document supply service, database searching facilities and online document delivery service are included for this.
Environmental education & awareness - NEIC organizes variety of environmental awareness programs and educational awareness programs for various target groups and the general public.
Developments of environmental libraries - The development of school libraries is one of the activities carried out by NEIC and, 36 environmental libraries were established for schools covering all districts island – wide. In addition to this, a program to establish environmental libraries for all provincial and district offices of the CEA is also being implemented.
Providing EIA/IEE report purchase services - The NEIC provides a service to purchasing EIA/ IEE reports for its readers and the general public.

The digitized subject related information materials, such as Environmental Profiles & Maps, Journals, Proceedings & Magazines, Legislative Publications, Monographs/ Books, Newsletters, Newspaper Articles, Promotional Materials, Reports, Journal Articles related to environment and full text of all CEA Publications are available on CEA e-Repository. http://cea.nsf.ac.lk/
