වේගයෙන් සිදුවන කාලගුණික හා දේශගුණික විපර්යාස, ගෝලීය උණුසුම ඉහළ යාම, වනාන්තර හා ජෛව විවිධත්ව හායනය, තෙත්බිම්, සංවේදී පරිසර පද්ධති විනාශය, ගංවතුර, නායයෑම, නියගය, ජල දූෂණය, කෘෂි රසායන හා පස දූෂණය, වායු දූෂණය, ඛනිජ සම්පත් කළමනාකරණය, කාර්මික දූෂණය, පොලිතින් - ප්ලාස්ටික් අවභාවිතය, ඝණ අපද්‍රව්‍ය කළමනාකරණ ගැටළුව, ආහාර රටාවේ ගැටළු හා ආහාර සුරක්ෂිතතාව, ඩෙංගු වැනි වසංගත රෝග ව්‍යාප්තිය අප හමුවේ ඇති කැපී පෙනෙන පාරිසරික, සෞඛ්‍ය හා සමාජමය ගැටලු ලෙස හඳුනාගත හැකිය.

නූතන පාරිසරික ගැටලු ප‍්‍රදේශයකට, පළාතකට, රටකට, කලාපයකට පමණක් සීමා වුවක් නොවන අතර ඒවායේ ගෝලීය ස්වභාවයක් ද දැකිය හැකිය. විවිධ බටහිර සංවර්ධන ආකෘති හේතුවෙන් මෙම පාරිසරික ගැටලු අභියෝගාත්මක ලෙස මතුව තිබේ. මෙම යථාර්ථය හමුවේ අපේ පැරැන්නන් ද අනුදත් සංවර්ධන ප‍්‍රවේශය වී ඇත්තේ පරිසර හිතකාමී සහජීවන දහමයි. නූතන අර්ථකථනයෙන් තිරසර සංවර්ධනයයි.

තිරසර සංවර්ධනය උදෙසා වනදැක්ම වන්නේ “අනාගත පරම්පරාවල අවශ්‍යතා සඳහා යොදා ගැනීමට බාධා නොවනඅයුරින් වර්තමාන අවශ්‍යතා සඳහා පරිසර සම්පත් භාවිතයට ගැනීමයි.” ඒ අනුවතිරසර සංවර්ධනයේ දී ආර්ථික සංවර්ධනය, සමාජීය සමානාත්මතාවය, පරිසර සංරක්ෂණයහා ආධ්‍යාත්මික සංවර්ධනය යන අංශ තුලනාත්මකව පවත්වා ගැනීම අපේක්ෂා කරයි.

වත්මන් “රට හදන - සෞභාග්‍යයේ දැක්ම” ප්‍රතිපත්ති ප්‍රකාශනයේ ද පරිසර සංරක්ෂණය හා තිරසර සංවර්ධන අභිමතාර්ථ සාධනයට දැඩි කැපවීමක් පෙන්වා ඇති බැවින් රජය ප්‍රමුඛව අප අමාත්‍යාංශයේ ද අප සැමගේ ද වගකීම වන්නේ එම අරමුණු සාධනය කර ගත හැකි පරිදි සංවර්ධන ආකෘතීන් හා වැඩසටහන් සකසා නිසි නියාමනයකින් යුක්තව ක්‍රියාත්මක කිරීමයි. පොදු මනුෂ්‍යාගේ සුබ සිද්ධිය වෙනුවෙන් තිරසර සංවර්ධනය උදාකර ගැනීම සඳහා පාරිසරික නියාමන කාර්යයන් සිදු කරමින් මධ්‍යම පරිසර අධිකාරිය දක්වන කැපවීම වෙසෙසින් අගය කරමි.

As Sri Lankan we are the proud owners of a blessed land with ample space provided us to live freely in an ecological system which is balanced properly by the nature itself. As an integral part of the environment, it is our duty to respect and protect the other constituent parts around us.

According to the laws we have established legal framework for protecting environment. Protecting of Endangered species, Protecting of sensitive areas, Managing of Human Elephant conflict, Reduction of natural disasters such as Droughts, Flood, Earth Slips, Cyclones and Costal Erosion due to climate change, Controlling of Environment pollution factors and protecting of the Natural Eco System are the challenges that we are facing at the present. Parallel to the sustainable development, managing those problems is the main focus of our agenda.
Under the guidance and leadership of the President Maithreepala Sirisena we all have the responsibility to overcome the above mentioned challenges and to protect the Mother Nature.

The management of natural resources and its environment in Sri Lanka, in a manner that maintains a balance between social, economic development with the environment, is a necessity in today’s era in accordance with the both local and global public interests. Therefore, we recognize the confirmation of an integrated approach to ensure the environmental sustainability for the future as one of our most important goal.
Our expectation is to promote sustainable development concepts through participatory engagement, environmental education, with a paradigm shift to achieve the sustainable development goals. The new government has presented short and long-term plans and approaches, which have been further emphasized within the National Environmental Policy.
Sustaining a positive balance between the natural resources and the environment while permitting the development needs of the country is very challenging. We believed that integrated planning approach is essential to succeed this. Overall collective effort will provide the necessary capacity to overcome the current local and global environmental challenges through collaboration among the state, civil organizations, and communities.
Expectations and functions of the Central Environmental Authority is to witness the existence of a healthy society lived with a balanced environment, built through knowledge, skills, attitudes, and mentalities within the vision of a sustainable environment that ensures the existence of all living beings in this planet.
