Investigation Unit

Investigation Unit was established in March 2018 and which is functions under the Director General. The unit was entrusted with the implementation of regulations pertaining to banned polythene and special investigations on crucial environmental issues conducted with the direction of the Chairman and Director General.


Main Function of the Investigation Unit:


1.    Enforcement of Gazette Notifications No. 2034/33, 2034/34, 2034/35, 2034/36, 2034/37 and 2034/38 dated 01.09.2017 and Gazette Notifications No. 2221/50, 2221/51 dated 21.01/2021 to control the environmental and social impact of the use of polythene and plastics.


a.    Conducting raids on prohibited items by Gazette Notification No. 2034/34 dated 01.09.2017 and 2221/51 dated 21.01/2021.


b.    Coordinating the Provincial and District Offices of the Central Environmental Authority to prepare plans for the implementation of polythene raids covering the entire island, allocating funds, obtaining raid progress, maintaining a datasheet.


c.    As the Central Environmental Authority cannot seize stocks of goods under the existing legal provisions, raids on wholesale shops / manufacturing industries should be carried out in collaboration with the Consumer Affairs Authority.


d.    Arresting stocks of illegal polythene products in accordance with the legal provisions under the Consumer Affairs Authority Act and destroying them in the Dempe Garbage Yard with the permission of the Hon. Court.


e.    Investigation of Complaints Received for Enforcement of Gazette Notification No. 2034/36 under the National Environmental Act prohibiting the burning of plastic waste or other flammable materials outdoors.


2.    Investigation and operation of technical issues arising from the management of the Central Environmental Authority.

Compliance Monitoring and Complaint Coordinating Unit

Compliance Monitoring and Complaint Coordinating UnitThis Unit is engaged in two main functions i.e. Compliance Monitoring and Complaint Coordinating.

Compliance Monitoring

The Compliance Monitoring Unit (CMU) is responsible to establish, implement and maintain compliance monitoring mechanism for regulatory tools under provisions of NEA and streamline the compliance monitoring mechanism through relevant units and regional offices. The objective of the compliance monitoring is to ensure industrialists /developers adhere to the conditions /standards stipulated in licenses and approvals issued under the provisions of the National Environmental Act and thereby control/mitigate environmental pollution caused by such prescribed activities /projects on the case may be.

Main functions of the unit:

i Implementing compliance monitoring mechanism island-wide for licenses issued (EPL, SWML).

ii Provide guidance and trainings for the implementation of consistent compliance monitoring mechanism among all districts.

iii Monitor and evaluate the progress of the compliance monitoring mechanism implemented by regional offices.

Complaint Coordinating

Complaint Coordinating Unit was established in the head office of CEA for overall coordination and effective management of environmental complaints received from public in coordination with regional offices established in island wide and relevant units of CEA.

Delivering an effective service for handling complaints, the unit is engaged in following main functions.

Main Functions of the unit

i Maintaining online Complaint database for handling complaints.

ii Operating the Hotline – 1981 round the clock for complaint lodging.

iii Standardizing the complaint handling system through manuals/guidelines and trainings.

iv Island wide progress reporting monthly basis.

v Coordinate with other institutes for complaints which are not relevant to CEA

Regional Operation Unit

Goal:


Ensure fast delivery of services discharged by the network of Provincial &District Offices of the CEA”


Objective:


To improve overall performance of Provincial &DistrictOffices by harnessing an effective and efficient operational mechanism through systematic approach, enhanced coordination and uplifting of requisite support services.


Major Responsibilities:


1.    Maintain an effective and efficient performance of Regional Network of CEA to implement the provisions of the National Environmental Act at Provincial&District level.


2.    Streamlining the activities of all Provincial &District offices in systematic way with coordination of relevant divisions and units of CEA.

Compliance Monitoring Unit

The Compliant Coordinating Unit (CCU) was established in the CEA for overall coordination and effective management of environmental complaints received from general public.

Objective of this is to deliver better service to the public and other parties on their complaints as well as protect the environment.

Type of complaints we are handling

Activities related to environment covered by National Environmental Act and regulations.

i.e. Environmental Pollution related to industries (wastewater, dust, noise, emission etc.) hazardous waste related activities, environmental impactscaused by development projects, damage to environmental  protected areas, activities on the contrary the regulations/orders publishedprohibitingpolythene/plastic itemsspecified etc.

How to manage and proceed with a complaint

We receive public complaints through Hotline – 1981, Website, e-mail and as written documents.

  •  CCU takes initial action to categorize / screen the complaints according the relevancy to the CEA.
     
  • Complaints which are fallen under the mandate of CEA or cause to any environmental pollution / impact are uploaded to the online complaint database.
     
  • Provincial / District offices and relevant Units of CEA take action to investigate complaints and thereby control environmental issues and solve the complaints.
     
  • Complaints which are not directly related to the mandate or subject area of CEA are forwarded to relevant agencies with a copy to complainantsto take action under the purview of such agencies.

How do you lodge a complaint on environmental issue?

In the first instance make sure the environmental issue affected by you is relevant to the CEA mandate or fallen under any other institute / agency.

 

  •  If it is relevant to CEA, lodge your complaint through Hotline – 1981, website, e-mail, by a letter or directly forward to the relevant Provincial / District Office established in islandwide.
     
  •  If you select web site to lodge your complaint, go towww.cea.lk and click complaint submission button.
     
  •  Once you lodged your complaint through website you will receive a massage through the mail on successfully submission of complaint.
     
  • If you lodge your complaint through mail it has to be sent to the e-mail address complaint@cea.lkwith necessary information as per the attached format (click here)
     
  • You will be acknowledged the receipt of complaint by CEA with the reference number and information of provincial / district office your complaint was referred for the action.
     
  •  Any further information on your complaint contact provincial or district office of CEA with the complaint reference number.
     
  • Your complaint will be investigated by the relevant Provincial / District Offices or units of CEA and you will be informed the action taken.
     
  •  Complaints which are not directly related to the mandate or subject area of CEA are forwarded to relevant agencies with a copy to complainant to take action under the purview of such agencies.
     
  •  In such cases complainants are required to inquire the action from the agencies the complaint was referred.
     
  • Forwarding your complaint to the relevant agency / institute directly will minimize the delay on the action.

Some other agencies your complaint can be lodged on environmental issues.

Solid Waste Management Unit

Solid Waste Management Unit was established on 01.06.2018 under the Waste Management Division, with the objective of creating a clean and healthy environment through mainstreaming effective and efficient implementation of Municipal Solid Waste Management Systems in the country. There are three main cells performed under Solid Waste Management Unit, namely Policy & Technical Interventions, Implementation & Enforcement and Implementation of Special Projects, related to Solid Waste Management.


National/Provincial/District level initiatives for Policies /Stratergies/Guidelines/ Plans regarding Solid Waste Management comes under Policy & Technical Interventions cell. Whereas, enforcement initiatives and actions comes under Implementation & Enforcement cell. Solid Waste Management related Special Projects, including operational  maintenance and improvement activities of Dompe Sanitary Landfill and Gampaha District Integrated Solid Waste Management Project are carried out under special projects cell.
