Technical Facilitation to control Environmental Pollution by industries

  1. Pollution Abatement & Prevention

The applicant must take adequate measures to control pollution in respect of wastewater discharges, air and noise emissions to meet the stipulated environmental standards.
It is the responsibility of the applicant to ensure that wastes are disposed so as to minimize effects in all three environmental media (air, water, land) thus achieving the optimum environmental solution overall, through Best Practicable Environmental Option (BPEO) and "Best Available Technology"(BAT).

For this purpose an applicant of the EPL is required to assess the pollution levels which are caused due to the operation of such industrial activity by measuring such discharges and emissions from a recognized Laboratory.

Measurement of certain environmental parameters or assessment has to be carried out by certain industrialists in order to prove that the pollution levels conform to the standards stipulated by the CEA. The applicant has to take appropriate pollution abatement measures if the discharges and emissions levels exceed the stipulated environmental standards.

A list of specialists/consultants has been prepared by the CEA for the purpose of facilitating the industrialists to obtain necessary technological guidance and advice / consultancy to control the environmental pollution. Also a list of Laboratories has been prepared from where the industrialists could get their waste or air sample tested to check that their samples conform to the CEA Standards

It was revealed that some industrialists face problems with the consultancy provided by some consultants/specialists. Some others face problems in submitting quality and accurate reports of the environmental parameters. In order to facilitate the industrialists to overcome these problems faced and to provide better service to the industrial community the CEA review and update the existing consultants and laboratories lists from time to time to assess their performance.

If any specialists/consultants or laboratory wishes to register themselves with the CEA they have to submit the completed Registration Form along with the

  • Business Registration

  • The Company Profile

  • Customer satisfaction letters from 03 successfully completed projects.

The fee for the registration of a Consultant/Specialist/Laboratory is Rs. 7500/=. Annual subscription fee is Rs 10,000/=

  1. High & Medium Polluting Industries Siting Committee:

A committee is formed to determine the siting of High and Medium Polluting Industries outside of Industrial Estates, Export Processing Zones. This is one of the important decision making committee of the EPC Unit. This committee consists of members from the BOI, NWS&DB, Industrial Ministry, UDA and the CEA.
Main objective of this committee is to minimize the water pollution caused by industrial effluents mainly to the Kelani River as the Kelani River provides raw water from Ambatale for the supplying of almost 75% of the demand in the Greater Colombo Area. But now the committee considers the H&M industries along some other inland waters also.

By a Cabinet Memorandum Guidelines have been prepared for the siting of Industries in the vicinity of Kelani River.

  1. Advisory committee on Eco friendly Livestock farming

Environmental problems caused by livestock farms are increasing day by day. They were blamed of emitting  odour and discharging pollutants specially  contamination of drinking water sources.

Central Environmental Authority as the apex body  along with the Ministry  of Livestock & Rural Community Development, Ministry of Health  and the Ministry of Local Government & Provincial Councils set up an advisory committee for the purpose of advice and assist on policy recommendations pertaining to environmental related issues.

An awareness workshop was held on 30th November 2010, at Central Environmental Authority(CEA) auditorium  to disseminate the idea of  Eco friendly approach for Livestock farming industry in Sri Lanka.

Main Objectives ;

To ensure that the livestock farming industry, environment and health will work hand in hand to maintain the highest possible standards of respective environmental, animal production and health aspects.

To develop a fair correlation between the all stake  holders in developing livestock farming by setting up of district committees. One such committee has been establish for the Western Province.

To standardize the technical guidelines and prepare a Guide book to aware livestock farmers as well as responsible agencies involved in livestock farming activities. The comments and suggestions for the guide book is in the progress and hope to release the book  sooner. 

Training and awareness for technical officers  /  Environmental Officers on livestock sector.

  1. Proficiency Testing Programme for CEA Registered Laboratories
  • Central Environment Authority (CEA) with the assistance of  Sri Lanka Association of Testing Laboratories (SLATL) organizes  Proficiency Testing (PT) programmes annually  for monitoring the performance of private sector laboratories registered under  the CEA.
  • In 2013 there are 29 laboratories are registered under CEA. Initial  preparations to commence the PT (Proficiency Testing Programme ) programme is underway and  the CEA hope to start the programme in June 2013 by selecting the laboratories on the basis of early conformation. 
  • This  programme will enable the laboratories to improve their proficiency in analyzing techniques and handling samples. Clients and decision making authorities  will acquire accurate results for better implementation of the pollution control strategies.
  1. Compliance Assistance Center

The CEA envisages that the pollution control by majority of Medium and Small scale industries are not managed well due to variety of reasons. The salient reason understood as the cost involved in pollution control. Mainly consultation and construction cost.

The matter taking into account by the EPC division and as a solution establishment of Compliance Assistance Center found a solution.

To initiate Compliance Assistance Centers in The CEA the technical assistance need to be find from technical agencies so as, the EPC division held series of meetings with NERD, ITI, IDB, NCPC and Switch Asia Program. The CEA with collaboration with these institutes introducing designs of low cost techniques for S&Ms.

Currently the organizations mentioned above already present the methodology for service stations and many are developing stage.

The EPC Division supposes to develop a network to assist industrialists to access information need easily.
