Solid waste management is an obligatory function of all the Local Authorities in Sri Lanka and there are three categories included into the LA system namely; Municipal Councils, Urban Councils, and Pradesiya Sabhas. National Policy ( link to Plisaru web )for Solid Waste Management available at present highlights the importance of waste avoidance, reduction, reuse, and recycling and final disposal in an environmentally sound manner and still giving high priority for waste recycling over disposal. And also it is very important to separate waste at the source of generation to different components to facilitate subsequent waste management practices, especially recycling.

The National for Solid waste practice in Sri Lanka is as follows;
Green - Degradable Waste
Orange - Plastic Waste
Red - Glass Waste
Blue - Paper Waste
Brown - Metal & Coconut shells

 
   
  Site clearances for SWM projects  
 

Solid Waste management projects processing more than 100 tone/day or projects that are located in environmental sensitive areas are required to undergo an Environmental Impact Assessment/ Initial Enviornmnetal Examination prior to implementation of the projects. For the Solid Waste management projects processing less than 100 tone/day are required to obtain Site clearance form the CEA.

In order to initiate the above Environmental approval process for the sites of the proposed projects on Waste Management - Project proponents should submit the duly filled Basic Information Questionnaire to the CEA or any regional office of the CEA

Low-cost Sanitary Landfill site at Mawanella
As a means of demonstrating the commitment of the CEA for supporting the SWM initiatives taken by the Local Authorities, this Unit, along with the active involvement of the Regional Office (RO) / Kegalle formulated a project to develop a low-cost semi-engineered sanitary landfill for Mawanella Pradeshiya Sabha at a total estimated cost of Rs. 2.8 million. The Dutch assisted Capacity Building for Regional Environmental programme (CABREP) project provided the funding.

RO/Kegalle is primarily involved with the technical and engineering aspects of this project. This project was completed and ceremonially opened by the Hon. Minister for Environment & Natural Resources in 2007. Now the landfill is being operating successfully.

 
     
 

Solid Waste Management Project for Pathadummbara Pradeshiya Sabha

Pathadumbara Pradeshiya Sabha (PPS) submitted to the CEA a project proposal developed by the National Engineering Research & Development (NERD) Centre for a solid waste management project based on the Bio-Gas technology. The CEA took a decision to extend its financial support to the civil work of the Bio-gas units and to purchase Electricity generator amounting Rs 1,775,500/-, thorough the Dutch assisted CABRE programme to meet the cost of these two activities. At the moment the major components of the project are already been completed such as installation of 3 Nos of Digesters (20 Ton), Gas holders, Lifting arrangements and Rotary sever. The waste disposal operations will be planed to start on end of January 2008.

The other requirement machineries (Excavator, Tractor) for waste handling activities such as mixing and removing of degraded waste from digesters were purchased by the PPS with financial assistance from Asian Development Bank (ADB)

The awareness programs for general public in waste collecting areas were completed by the project monitoring and evaluation committee (PM & EC) with assistance of NGO,s. At the part of this, 600 hundred waste collecting bins were distributed among the public and institutional level and waste disposal activity is planed to monitor by the officers of the PM&EC. Also PPS has planned to introduce by laws on waste management soon.

 
     
 

Solution for the Solid Waste Open Dumping Issue at Gallella, Thamankaduwa

In finding a permanent solution to the indiscriminate open dumping of garbage along the road side of the Polonnaruwa- Batticaloa road at Gallella which has created a series of environmental and health issues, particularly the eating of polythene mixed garbage by wild elephants and other animals, the CEA extended its services to assist Thamankaduwa Pradeshiya Sabha (TPS) by giving technical assistance and financial support in order to establish a proper solid waste management system based on Bio-Gas technology. Construction work started in the mid of 2005 and the project operation commenced on 5th June 2006.

 
     
 
   

Solid Waste Management Project for Kuruwita Pradeshya Sabha

The CEA extended its support further towards finding practical and tangible solutions to address the issues arising from improper disposal of solid waste by providing part of the necessary funding for a solid waste management project, a proposal submitted to the CEA by the Kuruwita Pradeshiya Sabha .
Having recognized the benefits that the project could bring about it was decided to provide a sum of Rs 225,000/= to purchase 2 machineries, namely a chopping machine and a sieve required for composting process. Plastic bins were also provided to introduce a system for source separation of waste. Project operations were started on 2nd June 2006.
Solid Waste Management Project for Haputale Urban Council

Under the 'Solid Waste Management Pilot Project' for the year 2005, another project proposal submitted by the Haputale Urban Council (HUC) for a proper solid waste management system at Haputale was considered for the year 2006 for providing financial assistance through the Dutch assisted CABRE Programme. The CEA provided part of the funding required for the implementation project amounting to Rs. 2,142,700/=.

Decreasing the quantity of waste through the management process in the Haputale urban area, getting the community participation for separating the waste at the point of generation, minimizing the expenses incurred by the HUC on waste management, conservation of the environment in the area, income generation through creation of new job opportunities are some of the objectives envisaged in the project.
