     Waste Management (WM) Unit
     
 

The Waste Management (WM) Unit of the Environmental Pollution Control (EPC) Division of the Central Environmental Authority (CEA) has been assigned the task of implementing the regulations on Waste Management published under the NEA and International Conventions related to Waste and Chemical Management. Apart form that this unit assisting for public and private institution on Waste Management programmes.

Key functions includes

  1. Implementation of regulations on Waste Management (WM)

    A) As per the Part II of the Regulation No 01 of 2008 all persons involved in the management of (Generate, Collect, Transport, Store, Recover or Recycle and Disposal of waste or establish any site or facility for the disposal)Scheduled Waste specified in the Schedule VIII of the regulation should obtain a licence from the Central Environmental Authority. Applications

    B) Regulation published by the gazette notification no 1466/5 2006 on Prohibition of Use or Sale and Manufacture of polythene or any polythene product of twenty (20) microns or below in thickness for in country Use

  2. Technical support for implementation of WM projects/programmes

  3. Planning and implementation of pilot projects on WM systems

  4. Development of technical guidelines on WM

  5. Implementation of Multinational Environmental agreements and its obligations

    A) Basel Convention (BC) - Implementation of the National obligations on Import, Export and Transit of waste listed in the Basel Convention. Importation of Waste listed in the Annex III List A of the BC to SRI LANKA is prohibited and those who are willing to import the material listed in the Annex IX of the BC should apply to the CEA for prior approval. For the exportation of waste in order to obtain prior consent from the importing country duly perfected Notification form (available in the Web www.basel.int ) should be forwarded to the CEA.

    B) Rotterdam Convention- Management of Industrial Chemicals listed in the Convention www.pic.int

  6. Crisis Management

  7. Technical support for legal affairs

  8. Public complaints related to scheduled waste and solid waste

  9. Assist education and awareness programmes on WM

  10. Supervisory activities of the WM related projects

  11. Compliance monitoring

  12. Providing technical inputs on waste management related activities for other institutions.
