Post Consumer Plastic Waste Management Project

In order to give effect to a decision taken by the Cabinet of Ministers, 1% Cess was imposed on imports of all plastic raw material and finished goods under HS code 39 with effect from March 2005 with the purpose of utilizing this money to implement a post consumer plastic waste management programme through a Special Project Implementation Unit to be set-up at the CEA.
A Plastic Partnership Committee (PPC) was established with the members drawn from the Private Sector and the government institutions. The necessary guidelines for the management of Special Plastic Account (SPA) were developed and the Powers and Functions of the PPC were formulated. Currently the Post Consumer Waste Management project is established & a two year action plan is being implemented under the guidance of the PPC and the CEA.
